Association of Civil Registry Offices of Latvian Registrars

The Association unites all civil registry offices and plays an important role in the registration of civil status acts in Latvia. It participates in the development of the civil status act registration policy in cooperation with the Ministry of Justice’s Civil Registry Department. The Association regularly organizes trainings for civil registry offices employees, provides proposals for the development of registration of civil status acts.

The work of the association is regulated by its statutes (registered in the Register of Associations and Foundations, Riga, March 2, 2016). According to the articles of association:

(1) goals are to implement the protection of the legal interests of civil registry offices employees; promote cooperation, exchange of experience and professional development;

(2) tasks are:

    • defend and protect the interests and rights of members by legal means;
    • to organize the preparation of a joint opinion of the members on any issues affecting the interests of the members
    • to organize meetings, seminars, trainings and any other events for the exchange of members’ opinions and experiences;
    • promote the review and amendment of the legal norms of regulatory acts regulating the activities of members and affecting their interests, submit relevant proposals for the necessary amendments;
    • to perform other tasks for the implementation of the goals set in the Association’s statutes.

    The Association is made up of natural persons (members who can be any former or current employee of the registry office) and legal entities (local municipalities).

    The executive body of the DZINDA is its board consisting of six members (the chairman and five members of the board), which is elected by the general meeting of members for two years.

    According to the DZINDA decision No.1-2/8 of November 22, 2023, the Association society agreed to join the European Association of Registrars, becoming its member.
