The Regulation (EU) 2016/1191 of the European Parliament and of the Council of 6 July 2016 on promoting the free movement of citizens by simplifying the requirements for presenting certain public documents in the European Union and amending Regulation (EU) No 1024/2012 changed the life of citizens and civil registrars a lot: the abolishment of the Apostille and the use of multilingual translation forms aims to cut red tape and facilitate the cross border circulation of public documents.

 

The European Association of Registrars (EVS), as a partner in the Project “Identities on the move – documents cross border”, wants to train its public of registrars in the knowledge of Regulation 2016/1191 and to show the many ways in which the Regulation impacted the national practices in the different member states. Therefore a separate session of the annual EVS Congress is dedicated to the application of Regulation 2016/1191. There will also be a presentation of the Handbook on the Practical Operation of Regulation (EU) 2016/1191.

11.30 The Panel discussion “The cross-border exchange of civil status documents” – moderator EVS Vice-president Steve Heylen with the participation of Rob van der Velde (head of civil affairs The Hague and central authority of the Netherlands), Oksana Lin (leading specialist Department of Civil Registry Tallin Vital Statistics Office), dr. Alexander Schuster (University of Graz, coordinator of the project “Identities on the move”):

  • experiences in the EVS member states with the Public Documents Regulation (the abolishment of the Apostille, the use of the multilingual standard forms or translation aids, the use of the Internal Market Information System (IMI), the acceptance of electronically delivered documents, the relation with the CIEC-extracts
  • the future of the International Commission of Civil Status and its conventions (CIEC)
  • the role of the European Union
  • the electronic exchange of data on civil status events.

 

The training session will be open to all civil status registrars and will be held in English, German and Slovak with translation to English, German, Slovak, Polish and Italian.
